Como se indica en 00Recopilacion.txt, en el contexto de los presupuestos de las operaciones de mantenimiento de la paz de las Naciones Unidas, systems contract (re peacekeeping) es contrato marco, y no, por lo general, «contrato de sistemas», a pesar de que así sale concierta frecuencia en los bitextos.

Hay «systems (o system) contracts» para la compra de vehículos, raciones,servicios de mantenimiento, suministros de papelería, etc.

Me imagino que la expresión viene de abreviar «system-wide» y que, estrictamente hablando, el plural en inglés es incorrecto, pero parece ser la variante que más se usa en nuestros documentos.

Aquí va explicado el concepto:

«10. At the time of its consideration of the Secretary-General’s report of 9 November 1995 on the financing of the United Nations Mission in Haiti, the Advisory Committee had been informed of some of the benefits that could be derived from a «systems contract» arrangement: the UnitedNations would be able to forecast requirements for an extended period of time, be committed to only a minimum purchase, conduct a competitive bidding exercise and draw against the contract only when required. The arrangement would allow the United Nations to group all requirements for similar or identical items into one single framework, taking advantage of the volume discount potential and setting up a mechanism for drawing requirements without repeating the bidding exercise for each requisition. In this connection, the Committee notes and supports the Secretary-General’s statement in paragraph 12 of his report that «such contracts, while relieving procurement officers from routine and repeated bidding exercises, demand far greater vigilance in monitoring vendor performance and carrying out effective contract administration.» (Documento A/51/7/Add.1-9 (Suppl))
